The E21 Xbox 360 error code is a difficult issue to overcome. This is an uncommon problem and takes difficult (mostly) methods to fix it. So let's go into what's happening and what you can do.
Bad RAM communication
Officially, the E21 error on an Xbox 360 console deals with the Ram chips. More specifically, A data line failed or did not respond during a process. Technically this could be a software error, but that is extremely unlikely. More than likely the RAM chips themselves are bad.
Due to this being a catastrophic hardware failure, the only real way to fix this problem is by reflowing, reballing, or even replacing those RAM chips on the motherboard. Typically a cold solder joint on a solder ball would cause this. It is nearly impossible to know which RAM chip is causing the E21 error, so they would all need to be repaired. Due to this being an advanced repair, Most people would need to find a replacement motherboard to install.
