A rare, and weird error
This is a problem not seen very often. Technically you can get this error if the hard drive isn't the correct size. This would apply to a debug kit as it has a larger size requirement for the HDD. I guess it is also technically possible someone put a smaller hard drive inside the console and is too small to meet the minimum. Otherwise this would be an issue with the hard drive itself and would more than likely just have to be replaced with an Original Xbox motherboard like these to fix the 09 error on your original Xbox console.
